Challenge
EU4IM is a complex, multi-stakeholder initiative aimed at supporting Serbia’s alignment with the EU internal market framework. The key challenge was to ensure effective implementation of a broad and technically demanding reform agenda, involving multiple institutions, policy areas, and international partners. The project required strong coordination, clear prioritization, and efficient use of resources in order to translate strategic objectives into measurable institutional progress aligned with EU acquis standards.

Idea
Our approach was grounded in structured planning, transparency, and operational efficiency. We focused on developing a clear implementation strategy that connects policy objectives with realistic timelines, defined responsibilities, and measurable outcomes. By establishing a robust budget management framework and a detailed action plan, we enabled institutions to coordinate activities more effectively, monitor progress, and maintain alignment with both national reform priorities and EU expectations.
Solution
GOviral supported EU4IM through strategic implementation planning, budget management, and the coordination of action plan execution. Our work ensured that activities across different policy areas were aligned, resources were allocated efficiently, and implementation remained on track. Through a structured and results-oriented approach, we contributed to strengthening institutional capacity, improving operational efficiency, and supporting the project’s overarching goal of integrating Serbia’s internal market into the EU single market.
